Katsina State Governor Makes Fresh Appointments
His Excellency, Malam Dikko Umaru Radda, has approved the appointment of two Special Advisers (SAs) and some Heads of Parastatals into key strategic positions within the state government.
These appointments signify a commitment to enhancing governance and fostering development in Katsina State.
1 . Hon. Usman Abba Jaye has been appointed as the Special Adviser to the Governor on Chieftaincy Affairs. Hon Abba Jaye will bring to the role a vast wealth of experience, having previously served as the Chairman of Dutsinma Local Government in Katsina State from 2004 to 2007. He holds a Post Graduate Diploma in International Relations & Diplomacy as well as in Criminology from Kaduna Polytechnic. He is also a Certified Public Accountant. Until his appointment he was a Director in a private firm, Abba Jaye Construction Company limited.
2. Aminu Ibrahim Ida, who holds an Master of Science in Finance from the University of London, has been appointed as the Special Adviser on Project Implementation, Monitoring, and Evaluation (SPIME).
Prior to this appointment, He was the Managing Partner of Finlay Consulting Ltd.
He also served at Northbridge Investment and Trust Limited from 2006 – 2008 and later moved to First Trustees Limited (a subsidiary of FBN Capital) from 2008 to 2012 where he excelled as the Head of Financial Advisory Services, contributing to the development of strategic business plans that attracted crucial investments.
3. Isyaku Mohammed has also been appointed as the Executive Chairman of the Katsina State Board of Internal Revenue Service (BIRS).But his appointment is subject to the screening and confirmation of the State House of Assembly.
Mr. Mohammed is a graduate of Political Science from the prestigious Ahmadu Bello University Zaria. He will bring to bear his expertise as a Grade Tax and Financial Auditor from his previous role at Management and Tax Consultants Limited Abuja He also has a Masters Degree in Business Administration (MBA) from the University of Ilorin. He is a certified National Accountant ( CNA) of the Association of National Accountants of Nigeria (ANAN), College of Accounting Jos. He is also a fellow of the Association of Forensic and Investigative Auditors in Nigeria. He has worked with the Central Bank of Nigeria (CBN) from 1989 to 2021 raising from the position of Senior Supervisor to a Director in the Internal Audit Department (IAD).
Mohammed has also worked for FIRS, RMAFC and NDIC among others in the area of tax management.
4. Bilkisu Suleiman Ibrahim is the new Executive Secretary (ES) of the Katsina State Development Management Board.
Bilkisu will bring a wealth of expertise to her new role, She holds a Master of Science Degree in Globalisation and Development from the University of London. Before her appointment, Mrs. Ibrahim served as a Disaster Emergency and International Programme Manager, showcasing her dedication to humanitarian efforts and international development from her stint at the Foreign, Commonwealth and Development Office (FCDO), London, United Kingdom.
5.Aisha Aminu is the team lead of the newly established Enterprises Agency of the state. She is the Director General (DG) of the Katsina State Enterprises Development Agency (KASEDA).
Aisha holds a Master of Business Administration (MBA) from Ahmadu Bello University, Zaria. Before her appointment, she served as the Regional Head of Operations (North) at CARS45 Limited and was an active member of the All Progressive Congress, APC Presidential and Gubernatorial Councils of 2019 and 2023.
These appointments reflect the Katsina State Government’s commitment to leveraging the skills and expertise of its citizens to drive growth and development in various sectors. The newly appointed special advisers bring a diverse range of experiences and qualifications to their respective roles, and they are poised to contribute significantly to the advancement of Katsina State.
Governor Radda congratulated them on their appointments and urged the new appointees to justify the confidence reposed in them. He further admonished them to quickly key into his building your future agenda of his administration.

Pius Akutah’s Alleged Fraud at Nigerian Shippers Council Uncovered
Investigations by Nigerian Concord Newspaper reveal that the Executive Secretary of the Nigerian Shippers Council, Mr. Pius Akutah, has allegedly misappropriated public funds for a lavish lifestyle.
According to our findings, within months of assuming office, Akutah allegedly purchased a bulletproof SUV valued at approximately N850 million. In addition, he is reported to have acquired over twenty exotic SUVs for use as a convoy.
Akutah is also said to have acquired multiple high-value properties, including three in Abuja’s Maitama and Asokoro districts worth over N2 billion, and two in Lagos’ Banana Island valued at N1.8 billion. These acquisitions appear far beyond the scope of his official salary and allowances.
Further investigation suggests that Akutah may be using public funds to support political ambitions, including allegedly grooming militants across 23 local government areas in Benue State for a potential 2027 gubernatorial bid.
Staff of the Shippers Council reportedly claim that Akutah frequently accesses the council’s treasury without proper authorization. Some insiders have indicated that a petition will soon be filed with the EFCC, ICPC, and the Presidency to report his alleged misconduct.
