Federal High Court Orders National Population Commission to Disclose Census Expenditure Details
A Federal High Court in Abuja has directed the National Population Commission (NPC) to reveal detailed information regarding the expenses related to the suspended 2023 Population Census. The census, initially scheduled for 2022 but later postponed to 2023, was indefinitely suspended by former President Muhammadu Buhari, awaiting new dates to be announced by President Bola Tinubu. The census is now rescheduled for November 2024.
The court order comes in response to a lawsuit filed by Abuja-based lawyer Opatola Victor, who had utilized the Freedom of Information Act to request expenditure details after the NPC disclosed spending N200 billion on the preparation for the postponed census. The NPC’s refusal to provide the requested records prompted Victor to seek an order of mandamus compelling the commission to release the information.
Justice Inyang Ekwo, in his judgment, dismissed the NPC’s claims of bureaucratic obstacles and the absence of the executive chairman as reasons for withholding information. The judge also rejected the NPC’s argument that certain information was classified, emphasizing that there was no secrecy involved in the matter. Justice Ekwo deemed the NPC’s refusal to disclose spending records as wrongful, illegal, and unconstitutional.
As a result, the court granted an order compelling the NPC to furnish Victor with comprehensive and detailed information concerning the Quality Test Assurance Report on the devices and technology intended for the postponed 2023 population census within seven days. However, the court declined to award the requested N500,000 in favor of the plaintiff as specified in the lawsuit.
Investigations by Nigerian Concord Newspaper reveal that the Executive Secretary of the Nigerian Shippers Council, Mr. Pius Akutah, has allegedly misappropriated public funds for a lavish lifestyle.
According to our findings, within months of assuming office, Akutah allegedly purchased a bulletproof SUV valued at approximately N850 million. In addition, he is reported to have acquired over twenty exotic SUVs for use as a convoy.
Akutah is also said to have acquired multiple high-value properties, including three in Abuja’s Maitama and Asokoro districts worth over N2 billion, and two in Lagos’ Banana Island valued at N1.8 billion. These acquisitions appear far beyond the scope of his official salary and allowances.
Further investigation suggests that Akutah may be using public funds to support political ambitions, including allegedly grooming militants across 23 local government areas in Benue State for a potential 2027 gubernatorial bid.
Staff of the Shippers Council reportedly claim that Akutah frequently accesses the council’s treasury without proper authorization. Some insiders have indicated that a petition will soon be filed with the EFCC, ICPC, and the Presidency to report his alleged misconduct.
