Kwara Gov, others pay tribute as ex-HoS Modupe Oluwole laid to rest

Kwara State Governor AbdulRahman AbdulRazaq has described the late former Head of Service in the State, Mrs Susan Modupe Oluwole, as an exemplary leader who devoted her life to the ideals of diligence, integrity, and service to the people.
The Governor spoke at the Wake Keep ceremony in honour of Mrs Oluwole, held at the state Banquet hall, opposite Government House, Ilorin.
“As we pay our last respects to a remarkable and dedicated public servant, and a pillar of our civil service, I’ll like to say that her passing is not just a loss to her immediate family, but also to the entire State, public service and everyone who had the privilege of working with her,” the Governor said.
The Governor was represented at the occasion by his Deputy, Elder Kayode Alabi.
AbdulRazaq said the late bureaucrat was reputed for carrying out her duties with wisdom, professionalism and a deep sense of responsibility.
“Her impact on the civil service remains indelible, and her legacy will continue to inspire generations to come,” the Governor said.
“I extend my deepest condolences to her beloved family, colleagues, friends and associates. I know that words cannot fully ease the pain of this loss, but I hope you find comfort in the knowledge that she was deeply respected and her contributions will never be forgotten.
“May God grant us the strength to bear this loss and may her gentle soul find eternal rest”, the Governor added.
Alhaji Salman Adelodun Ibrahim, a former Head of Service in the State, for his part, said one thing that always compelled attention on Dupe, as she was fondly called, was the loyalty, enthusiasm, and dedication, with which she always discharged every assignment.
Ibrahim said her contributions to the service within her 7-year tenure will be written in letters of gold, adding that she made her mark in the process of reforming the state civil service.
“As the officer in charge of government quarters, Mrs Oluwole always had every information about every quarter at her fingertips. She was always a go-getter, dedicated, principled, humble, disciplined and transparent,” he said.
Chairman, Association of Retired Permanent Secretaries in the State, Prince Ayo Fagbemi, said late Mrs Oluwole was a true embodiment of professionalism, integrity, and dedication, adding that she was a role model to many people.
He described her exit as too painful given her recent retirement that he noted would have been filled with rest, reflection, and further meaningful Impact on the polity.
“Her leadership was guided by the fear of God, equity, justice and fair play to all. She guided the State’s Civil Service through thick and thin and her tenure was marked by significant reforms and a commitment to the professional growth of those under her,” Fagbemi said.
Some of Oluwole’s childhood friends and classmates, such as President of Class of ’82 at Saint Clare’s Anglican Girls’ Grammar School in Offa, Adefunke Oyinloye (FCIA), and Mrs Opeyemi Oladipupo, took turns to eulogise her virtues, mental capacity and excellent service delivery.
Barrister Rotimi Bello, who spoke for the family of the deceased, thanked Governor AbdulRahman AbdulRazaq and other individuals for contributing, in one way or the other, to her life journey.
He said the former HoS would be missed for her commitment to strengthening the bond within the family, and prayed to God to uphold the family after her demise.
An independent investigation by Nigerian Concord Newspaper has found no evidence linking a former Minister of Justice and Attorney General of the Federation, Chief Michael Kaase Aondoakaa, SAN, to the Utan Bran compensation case or other alleged scandals at the Federal Ministry of Justice.
The investigation, conducted at the Federal Ministry of Justice, followed reports in sections of the media alleging misconduct by the former chief law officer of the federation.
Documents obtained through the Freedom of Information Act indicate that Chief Aondoakaa was not involved in the legal firms that handled the Utan Bran compensation matter. Findings further show that the judgement debt related to the case was reportedly paid in 2006 under the tenure of a former Attorney General of the Federation, Chief Bayo Ojo, SAN, during the administration of former President Olusegun Obasanjo.
Multiple officials at the Federal Ministry of Justice, who spoke on condition of anonymity, described Chief Aondoakaa’s tenure as one marked by adherence to the rule of law. The sources said court orders were generally complied with during his time in office.
They also questioned claims portraying the former Attorney General as emblematic of alleged institutional failings within the legal system, stating that no specific instance had been cited in which he abused public office or undermined court judgements.
Regarding reports suggesting that Chief Aondoakaa interfered with court processes during the post-election period of the 2007 National Assembly elections, sources within the ministry said available records do not support claims that he acted to obstruct court orders or delay the swearing-in of elected officials.
On questions surrounding eligibility to hold public office, legal practitioners pointed to established Supreme Court jurisprudence, which holds that concurrent judgements carry equal legal weight with lead judgements. A concurring opinion by Justice Mary Odili, JSC, was cited as stating that the issue of disqualification from public office did not arise in the matter concerning Aondoakaa.
The case is reportedly the subject of further judicial proceedings, following claims that earlier judgements were obtained through misrepresentation. The matter remains pending before the courts.
Sources also said documents generated during the administration of former President Muhammadu Buhari, and signed by senior officials of the Ministry of Justice, support the position that Chief Aondoakaa was not implicated in the Utan Bran case. Nigerian Concord Newspaper said it would publish the documents after concluding its investigation.
Further findings indicate that the former Attorney General was not linked to major cases such as the Halliburton scandal, the OPL 245 (Malabu) oil deal, or the recovery of Abacha-era assets.
Supporters of Aondoakaa also note that he was cleared by his party to participate in the 2023 governorship primary election, arguing that this further demonstrates that no court order barred him from holding public office.
Legal experts reaffirm that qualifications and disqualifications for elective office are constitutionally defined, citing the Supreme Court’s decision in Attorney-General of Abia State v. Attorney-General of the Federation, which established that constitutional provisions on eligibility cannot be expanded or restricted by implication.
