IBEDC Moves to Complete N1.5bn Lalupon Substation in Ibadan

The Ibadan Electricity Distribution Company (IBEDC) is intensifying efforts to complete the N1.5 billion power substation at Lalupon in Ibadan, Oyo state. The project, which involves the Engineering, Procurement, and Construction (EPC) of a 1 x 15MVA, 33/11kV Injection Substation, aims to enhance power supply in the area.

According to an update titled “Power Supply Challenges in Lalupon and IBEDC’s Efforts to Improve Supply” obtained by Vanguard, the company emphasized its commitment to addressing power supply issues affecting Lalupon and its environs. The substation project, funded by the Central Bank of Nigeria (CBN) under the IBEDC-PIP CBN CAPEX PROJECTS – 2023, is a crucial part of these efforts.

Key components of the project include:

  • Construction of the Lalupon 33kV Feeder from the Iwo 30/40MVA, 132/33kV Transmission Station.
  • Proposed 33kV T-Off from the Lalupon 33kV Feeder to serve as an in-feed to the Lalupon 1 x 15MVA, 33/11kV Injection Substation.
  • Construction and installation of the Lalupon 1 x 15MVA, 33/11kV Injection Substation with the radiation of two 11kV feeders.

IBEDC highlighted several challenges faced during the project. Although the project was approved by the Nigerian Electricity Regulatory Commission (NERC) in 2022, funding constraints delayed its commencement. The CBN intervention fund, intended to finance the project, was put on hold in December 2023. Additionally, a bridge collapse in the Olodo area in March 2023 damaged several poles on the network, isolating part of the Lalupon 33kV feeder and affecting power supply to 32 substations.

Currently, 65% of customers on the affected feeder receive power, with 40 transformers on load shedding. IBEDC is exploring options to back feed some of the remaining Distribution Substations (DSS) from an alternative feeder and has outlined a series of steps to mitigate the situation, including:

  • Extensive use of isolators within the existing network arrangement within three weeks.
  • Cascading of load between feeders within four weeks.
  • Conversion of the Odo Ori 11kV feeder to a 33kV feeder, estimated to take between 8-9 weeks.

IBEDC has engaged with the community through various forums, including meetings with leaders, elders, and heads of communities, to explain the situation and provide updates. Despite the challenges, the company remains committed to completing the substation project and restoring full power supply to Lalupon.

The company apologized for the inconvenience caused and assured customers that every effort is being made to expedite the project. IBEDC emphasized its customer-centric approach and its dedication to improving service delivery through ongoing engagement with community leaders and stakeholders.
